Taiwan’s phone scammers have gained global notoriety. By some underground estimates, there are more than 100,000 people in Taiwan who are involved in scam rings. Years of police crackdowns have failed to dislodge them – in fact Taiwan’s scammers continue to flourish, and now on a global scale. How exactly are the fraud rings able to do this, and why is it so difficult for authorities to tackle the problem?
