In October 2016, China pledged US$24 billion in investment to the Philippines, funding President Duterte’s ambitious Build! Build! Build! Programme. Four years have passed but little progress has been made. Initiatives like the Kaliwa Dam project, which aims to provide potable water to Metro Manila, failed to get off the ground due to bureaucratic issues, in turn threatening China’s faith in the project.
